Bowman provided surveying and platting, civil engineering, traffic signal design, rezoning, public participation, construction plan approvals and construction administration for an upscale, urban village style, 55+ age targeted single-family neighborhood with craftsman-style architecture, a two-tiered central community park, extensive landscaping, and amenities.
This 40 home, land-condo development sits on 12 acres in the highly sought-after West End in Henrico County. As part of this project, Bowman prepared plans to modify the existing traffic signal at the intersection of Pump Road and John Rolfe Parkway. Coordinating with Henrico Real Property, Bowman also facilitated a solution to provide extensive Planning and hardscape design amidst existing easements associated with prior roadway plans. Bowman also helped guide the project successfully through the public process of a rezoning which included the development of numerous graphics and multiple public hearings and community meetings. Bowman developed an innovative erosion & sediment control plan which involved an underground sediment basin and phased/alternate construction access in order to limit impacts to the existing roadways and traffic patterns.
The SWM plan was one of the first in Henrico County to be designed in accordance the newly adopted Virginia DEQ regulations and was married with the County 50/10 requirements. Bowman conducted a watershed study of Lake Loreine, which the development outfalls to, and had been identified by Henrico County as an impaired watershed. Along with County leadership, the Lake Loreine community was engaged in discussions about the development. An extensive off-site outfall analysis, enhanced E&S, low impact development (LID) and underground detention designs were completed to ensure the existing stormwater conveyance system would not be overwhelmed.
