Shillman Building Adaptive Reuse

Bowman provided full mechanical and electrical engineering design for the adaptive
reuse of the Shillman Building into a modern, energy-efficient Baltimore City District
Courthouse.

The project featured a complete HVAC system replacement with a variable refrigerant
flow (VRF) system and a dedicated outside air system (DOAS). Energy recovery
systems were integrated into both units to support a LEED Gold target and 27%
energy savings over the ASHRAE baseline. A separate HVAC zone and specialty grilles
were designed for the commissioner and holding areas, along with sound treatments
throughout all judicial spaces.

The electrical scope included a new service and distribution system, energy-efficient
lighting per IES standards and infrastructure for fire alarm, security/access control,
CCTV and A/V systems. An emergency generator with a rooftop flue extension was
also installed, while full building automation, CO₂ and refrigerant monitoring and
equipment vibration sensors enhance long-term performance and ensure occupant
safety.
