
Bowman’s work on the Steele City South project in Jefferson County, Nebraska, was recognized with a 2024 Nebraska Concrete Paving Association Excellence in Concrete Paving Award. The project restored a roadway damaged by a utility spill and delivered broader infrastructure improvements that strengthened the corridor’s long-term performance and resilience.
Funded primarily through a Road Repair Agreement, the project enabled Jefferson County to reconstruct the roadway while upgrading roadway culverts throughout the corridor. Bowman provided project and construction management services, helping guide the delivery of improvements that extended beyond the original repair scope.
Construction required coordination with the Nebraska Department of Transportation due to planned work on the nearby S48A Spur, the primary access route into Steele City. Through early planning among project stakeholders, paving operations were sequenced to support efficient construction and maintain access for local residents throughout the project.
Completed approximately 10 months ahead of schedule, the project reflects a collaborative approach to infrastructure delivery that combined strategic planning, quality construction and effective stakeholder coordination to provide lasting benefits for Jefferson County.
The Jefferson County Steele City South project was originally awarded to Speece Lewis and the NCPA recognition was presented to Speece Lewis, a Bowman Company. Speece Lewis was acquired by Bowman in February 2024.
