Bowman developed an ADA transition plan for the City of Artesia, California, enabling the city to secure financing through the California Joint Powers Insurance Authority (JPIA) ADA program. As part of this engagement, Bowman also conducted an ADA compliance evaluation and produced a Certified Access Specialist (CASp) report for the Artesia Towne Center, a commercial center built in 1986.
Our team conducted a diagnostic assessment with field inspections across city buildings, facilities and public rights-of-way to identify barriers and document existing conditions. The CASp evaluation addressed the exterior accessible route, accessible parking and interior elements including bathroom grab bars, install heights and tactile signage.
Findings from both efforts informed a complete transition plan that provided a clear roadmap for ADA compliance and met all California JPIA financing requirements.
