Escambia County ADA Compliance Study

Bowman provided ADA compliance evaluation services for Escambia County, assessing both the county’s public transit infrastructure and its parks and recreation facilities to determine conformance with current Americans with Disabilities Act standards.

For the transit component, the team evaluated 1,076 bus stops across Escambia County, the Town of Century, Pensacola Beach, the City of Pensacola and the City of Gulf Breeze, including 325 bench and shelter stops and 751 signed stops. All stops were assessed against the Department of Justice Standards for Accessible Design, the Access Board’s ADA Accessibility Guidelines for Buildings and Facilities (ADAAG), the FDOT Plans Preparation Manual, the Florida Building Code and the Florida Department of Transportation’s transit facility design handbook.

For the parks and facilities component, Bowman evaluated nine county buildings and eight parks for ADA compliance, including 28 park facilities and 78 ballfields. Our team cataloged all deficiencies and recommended necessary upgrades for bringing the facilities into compliance. Cost estimates for the needed upgrades were also provided.
