Bowman supports the Massachusetts Department of Transportation’s (MassDOT) Local Early-stage and Actionable Planning (LEAP) Program with on-call planning and design services to help municipalities jumpstart transportation projects.
Our team works directly with local municipal staff to define project scope and provide technical support. This approach helps communities position projects for future funding opportunities, including Transportation Improvement Program (TIP) funding and grants.
Bowman’s current portfolio includes 11 projects across Massachusetts, with efforts ranging from complete streets safety improvements and trail design to climate resiliency and stormwater infrastructure. Several projects are already underway, reflecting the program’s momentum and its role in accelerating locally driven transportation solutions.
Launched in July 2025, the LEAP program provides early-stage assistance to help municipalities move projects from concept to implementation. The program prioritizes support for rural communities, gateway cities and economically disadvantaged areas.
